GhIPSS CEO Archie Hesse to Step Down After Nearly 20 Years of Service

The Board and Management of Ghana Interbank Payment and Settlement Systems Limited (GhIPSS) have announced that Mr. Archie Hesse will step down as Chief Executive Officer, effective July 1, 2025.

Mr. Hesse leaves behind a legacy of innovation and impact, having served nearly two decades in advancing Ghana’s financial infrastructure. He joined GhIPSS in 2007 as General Manager for Projects and Business Development, where he played a pivotal role in establishing core systems that underpin the country’s modern payment ecosystem.

His early contributions include the implementation of:

  • The National Biometric Smart Card Banking and Payment System (e-zwich), instrumental in disbursing government social interventions
  • The Cheque Codeline Clearing (CCC) System
  • The Ghana Automated Clearing House (GACH)
  • The National Switching and Processing System (gh-link), which supports Ghana’s domestic EMV card scheme

A significant highlight of Mr. Hesse’s tenure was the launch of GhIPSS Instant Pay (GIP) in 2015, a revolutionary system that transformed real-time interbank transactions and laid the foundation for mobile money interoperability introduced in 2018. GIP remains a cornerstone of Ghana’s digital payments framework, facilitating instant fund transfers across bank accounts and mobile wallets.

In 2022, working alongside the Ghana Association of Banks, Mr. Hesse led the introduction of GhanaPay — a shared mobile money platform aimed at promoting financial inclusion and expanding banking services.

Beyond his technological achievements, Mr. Hesse is also credited with transforming GhIPSS into a financially self-sufficient entity through effective leadership and sound financial management.

The Board has appointed Mr. Kwadwo Ntim, currently General Manager for Operations and Technology, as Acting CEO.
