Musah Ahmed Sworn In as Ghana’s New Judicial Secretary

Musah Ahmed, a seasoned private legal practitioner and lead counsel at Ahmed Legal Consult, has been formally sworn in as the new Judicial Secretary of the Judicial Service of Ghana.
The swearing-in ceremony took place on Wednesday, October 8, 2025, and was presided over by Acting Chief Justice Paul Baffoe-Bonnie.
His appointment was approved by President John Mahama upon the recommendation of the Judicial Council, in accordance with Article 148 of the 1992 Constitution. Mr. Ahmed takes over from Dr. Cyracus B. Bapuuroh, who had served in an acting capacity since April 2025.

Mr. Ahmed becomes Ghana’s 17th Judicial Secretary since the establishment of the First Republic.
With over 25 years of legal experience, he brings a wealth of knowledge to the position. Prior to this appointment, he served as CEO of Ahmed Legal Consult, where he focused on Maritime, Commercial, Constitutional, Land, and International Law.
He has also advised several diplomatic missions, including the Saudi Arabian and Kuwaiti embassies, as well as various corporate and traditional institutions.
Outside of his legal work, Mr. Ahmed has played an active role in public service. He was a former Vice-Chairman of the Hajj Board and is a founding member of the Legal Resources Centre, where he worked to promote access to justice and institutional reform.
An award-winning legal scholar, Mr. Ahmed received the B.J. da Rocha Prize and has authored papers on topics such as cybersecurity, parliamentary immunity, and natural resource governance.
His academic credentials include an LL.M in National Security Law from the University of Ghana (2023), an LL.B with Honours (1997), and a Qualifying Certificate from the Ghana School of Law (1999), where he was recognised as Best Student in Advocacy and Legal Ethics.
He holds memberships with the Ghana Bar Association, the American Bar Association, and the National Bar Association in Washington, D.C.
