GWL to Reassign 41 District Managers Over Illegal Water Connections

The Managing Director of Ghana Water Limited (GWL), Adam Mutawakilu, has announced that 41 district managers will be reassigned effective January 15, 2026, as part of efforts to clamp down on illegal water connections and strengthen discipline within the company.

According to Mr Mutawakilu, the move follows an internal performance review which exposed persistent operational shortcomings, particularly the failure to curb illegal connections across several districts.

Speaking on the Citi Breakfast Show with Bernard Avle on Tuesday, January 13, 2026, the GWL boss stated that illegal water connections are largely facilitated by staff of the company.

“Any illegal connection has something to do with staff of Ghana Water Limited. Since this operation started, several staff have been dismissed,” he said.

Mr Mutawakilu revealed that in May 2025, district managers were given clear performance benchmarks and a six-month window to meet them, with reassignment as a consequence for failure.

“I gave district managers six months to meet specific targets and made it clear that those who failed would be reassigned,” he explained.

By the end of November 2025, management assessed the performance of all 103 district managers nationwide, leading to the decision to reassign 41 officers.

“Out of the 103 district managers, 41 will be reassigned on January 15, 2026,” he confirmed.

The Managing Director attributed the decision to poor supervision and weak enforcement of discipline at the district level.

“What is happening in their areas is clearly their responsibility. They failed to instill the needed discipline,” he noted.

Mr Mutawakilu stressed that investigations into illegal connections consistently point to internal complicity, describing the situation as unacceptable.

“Most illegal connections can be traced back to our own staff,” he added.

He said the reassignments are part of wider reforms aimed at boosting accountability, improving revenue mobilisation, and restoring public trust in the operations of Ghana Water Limited.
