Government Recovers GH¢107m as EXIM Bank Loans Face Scrutiny

The Minister for Trade, Agribusiness and Industry, Elizabeth Ofosu-Adjare, has announced that the government has recovered GH¢107 million from loan repayments, while a number of Ghana EXIM Bank loan disbursements have been referred to security agencies due to concerns surrounding their release.
She made the announcement on Wednesday, January 21, during the Government Accountability Series, noting that the actions form part of wider efforts to tighten oversight, enforce credit discipline, and pursue defaulted loans.
The Minister explained that in 2025, Ghana EXIM Bank disbursed GH¢304 million under a strict credit creation framework aimed at ensuring funds are used for productive economic activity and are repaid.
According to her, the Bank stepped up its recovery drive, reclaiming GH¢107 million from previously non-performing facilities. However, she indicated that some loan transactions could not be properly explained, leading to their referral to security agencies for further investigation.
She stressed that the loans were issued under stringent conditions, emphasising that beneficiaries were required to meet clear eligibility criteria, demonstrate economic impact, and prove their capacity to repay, as the funds were not grants.
The Minister added that recovery efforts on legacy loans are ongoing, with legal action initiated in several cases, while others have been handed over to security agencies. She noted that some disbursements lacked clear documentation on how the funds were released, prompting referrals to the appropriate authorities for swift action.
