Minister for Foreign Affairs and Regional Integration, Samuel Okudzeto Ablakwa, has refuted international media claims that the United States intends to deport Salvadorian national Kilmar Abrego Garcia to Ghana.
On Friday, October 10, 2025, several global news outlets reported that the U.S. Department of Homeland Security (DHS) had informed Abrego Garcia’s legal team of plans to deport him to Ghana. The reports further indicated that DHS had previously considered deporting him to Eswatini and Uganda, following an earlier mistaken deportation to El Salvador and his subsequent return to the U.S.
In a statement shared on Facebook, Mr. Ablakwa made it clear that Ghana will not accept Abrego Garcia, stressing that this position has already been communicated to U.S. authorities.
He explained that Ghana’s deportation agreement with the U.S. only permits the reception of non-criminal nationals from West African countries, and even then, only under humanitarian and African solidarity grounds.
“In my discussions with U.S. officials, I clearly stated that Ghana’s limited agreement to accept certain non-criminal West African nationals—based purely on humanitarian and solidarity considerations—will not be extended,” he said.
The minister further asserted: “Ghana strongly rejects these misleading media reports.”
