Four Arraigned Over Alleged Cannabis Importation

Four individuals have been arraigned before an Accra High Court over their alleged involvement in the unlawful importation of cannabis sativa hidden inside a gift box.

The accused are Godfred Mishiame, a motorbike rider, and three others—Zion Sam Kish, Prince Sefa Boakye, and Dennis Smith—who are currently on the run.

They have been charged with conspiracy to commit a crime and the importation of narcotic drugs without a licence from the Minister of Health. Mishiame is also facing four additional counts for possession of narcotic drugs for trafficking without lawful authority.

According to the prosecution, a search conducted at Mishiame’s residence uncovered a quantity of cocaine. He has pleaded not guilty to all charges.

The court granted Mishiame bail in the sum of GH¢100,000, with three sureties, two of whom must be justified. One surety is required to be a public servant earning not less than GH¢30,000.

The court directed the prosecution to file its disclosures by January 12, 2026, and ordered Mishiame to submit the names of his witnesses by the same date.

The prosecution explained that on August 4, 2025, officers of the Narcotics Control Commission (NACOC) stationed at the Ghana Post Office in Accra intercepted an inbound EMS parcel during routine checks, suspecting it contained narcotic drugs. The parcel, declared as containing “varied clothing,” was set aside for further investigation.

On August 5, NACOC officers arrested Joshua Mills, a clearing agent, after intelligence revealed he was in possession of the parcel’s tracking number and authority note. Mills stated that he had been instructed to clear the parcel.

The parcel was opened in Mills’ presence and was found to contain five vacuum-sealed plant-like substances, which tested positive in a field test for Delta-9 Tetrahydrocannabinol (THC), a narcotic drug.

Further investigations showed that Mills had been engaged by Zion Sam Kish to clear the parcel and deliver it to Esther Naa Dede Armah at a hostel in Haatso. Mills denied knowledge of the parcel’s contents and cooperated with investigators.

During questioning, Esther said Kish had asked her to receive the parcel for collection by a delivery person. She also denied knowing what it contained and assisted the investigation.

Later that same day, Mishiame arrived on a motorbike to collect the parcel. He was arrested after opening it and confirming its contents. The prosecution alleged that during his arrest, Mishiame sent a message to Kish warning him about the police presence.

On August 7, a search at Mishiame’s residence allegedly led to the recovery of 11 branded packets of suspected cannabis, 30 wraps of plant-like material, one packet of a whitish substance suspected to be cocaine, 42 empty bottles of Benylin containing codeine-based syrup, a weighing scale, packaging materials, and other drug-related paraphernalia. A Royal motorbike and GH¢864 in cash were also seized.

Mishiame has denied ownership of the seized substances.

The suspected drugs were sent to the Ghana Standards Authority for laboratory analysis. The plant materials tested positive for cannabis sativa, with a total net weight of 1,218.29 grammes, while the whitish substance tested positive for cocaine, weighing 0.52 grammes.
