Ghana Prisons Service to Produce School Furniture and Sanitary Pads Under New MoU

The Ministry of the Interior and the Ministry of Education have signed a Memorandum of Understanding (MoU) to facilitate the production of school uniforms, furniture, and 12 million sanitary pads for schools nationwide.
The agreement includes a minimum 30% allocation of school furniture production to the Ministry of the Interior through the Ghana Prisons Service, as well as a minimum 25% allocation for the implementation of the government’s 2025 free sanitary pad initiative.
At the signing ceremony, Interior Minister Muntaka Mohammed Mubarak emphasized that the MoU would ensure value for money while promoting production within state-owned systems. “We will ensure value for money and transparency in public procurement by anchoring production within state-owned industrial systems under clear oversight,” he said.
Director-General of the Ghana Prisons Service, Patience Baffoe-Bonnie, highlighted the initiative’s role in reducing recidivism. “Beyond helping inmates become law-abiding while in prison and earn income, the ultimate goal is public safety. Completing this cycle means breaking recidivism and releasing prisoners who will reintegrate as law-abiding citizens,” she explained.
Education Minister Haruna Iddrisu noted that the initiative aims to produce over 12 million sanitary pads and assured that sufficient budgetary support would be provided to assist the Ghana Prisons Service in this effort. “We will identify budget lines to support the Ghana Prisons Service in producing these sanitary pads. Moving into 2026, we will ensure this MoU guides all related procurement activities,” he said.
