Parliament Probes GIMPA Over GH¢1.7m Lecturer Sponsorship Debt

- Five GIMPA lecturers defaulted on PhD sponsorship bond agreements
- Total outstanding liability stands at GH¢1.7 million

The Ghana Institute of Management and Public Administration (GIMPA) has disclosed that five lecturers who were sponsored to undertake doctoral studies abroad have defaulted on their bond agreements, resulting in an outstanding liability of GH¢1.7 million to the institution.
The Registrar, Victoria Kumbuor, made this revelation on Monday, January 12, while appearing before Parliament’s Public Accounts Committee, where she detailed the measures being implemented to recover the funds.
Ms Kumbuor explained that the amounts owed by the lecturers include GH¢777,000 by Ann-Shirley Appiatse, GH¢524,000 by Julius Quarshie, GH¢224,000 by Dr Hanson Addy, GH¢230,000 by Afua Ataa Boakyewaa, and GH¢38,700 by Christiana Osei Bonsu.
She noted that the debts stem from sponsorship arrangements that required the beneficiaries to return and serve GIMPA after completing their PhD programmes. Although all recipients signed bonding agreements, some failed to honour the terms, compelling the institution to initiate recovery actions.
These measures include placing restrictions on the benefits of defaulting lecturers and their guarantors, such as access to provident funds and credit schemes. Ms Kumbuor stressed that the actions are aimed at safeguarding public resources and ensuring accountability in staff development initiatives, adding that a portion of the funds has already been recovered.
