The Minority in Parliament has accused the Minister of Finance, Dr. Cassiel Ato Forson, and the Controller and Accountant-General, Kwasi Agyei, of colluding to illegally withdraw GH¢1.4 billion from the District Assemblies Common Fund (DACF) account at the Bank of Ghana in November 2025.
According to the Minority, this follows an earlier unauthorised withdrawal of GH¢11.3 million from the same account between February and April this year—a move they claim has worsened the financial situation of local assemblies and stalled key development projects nationwide.
Speaking to journalists in Parliament on Thursday, November 13, 2025, the Minority Chief Whip, Frank Annoh-Dompreh, described the alleged action as a flagrant violation of the law, urging President John Dramani Mahama to intervene immediately.
He demanded that the funds be fully refunded by Tuesday, November 18, 2025, stating:
“On November 4, the Controller and Accountant-General released the payment into the DACF account. Then, on November 11, they blocked the same payment, and on November 12, they swept the account. The amount involved is about GH¢1.4 billion.”
Mr. Annoh-Dompreh referenced a Supreme Court ruling that confirmed DACF disbursements as constitutional obligations, not subject to ministerial control or discretion.
“The Minister of Finance and the Controller have no authority to reassign or withhold these payments. It is evident that they are micromanaging the DACF funds and redirecting them as they please,” he added.
The Minority maintains that the alleged diversion of funds has denied Metropolitan, Municipal, and District Assemblies (MMDAs) essential resources for local development. They are calling for urgent presidential action to restore transparency and financial discipline in the management of public funds.
