High Court Revises Bail Conditions for Former NPA CEO Dr. Mustapha Hamid

The High Court in Accra has reviewed and amended the bail conditions of former National Petroleum Authority (NPA) Chief Executive Officer, Dr. Mustapha Hamid, and nine other individuals facing trial over alleged extortion of oil marketing companies.

The accused were initially granted bail on December 9, 2025, under conditions requiring periodic reporting to the Registrar of the Court.

Following an application by the Office of the Special Prosecutor (OSP), the court revised the conditions to enhance monitoring. The OSP argued that reporting to the lead investigator, rather than the court registrar, would allow for more effective tracking of the accused throughout the trial.

In its ruling, the court directed that the accused report to the lead investigator on the first and third Tuesdays of each month until the trial begins. The investigator is also required to submit monthly compliance reports to the court.

Once the trial is underway, the accused will only be required to report on the first Tuesday of each month, in line with scheduled court sittings. The court further ordered a stop-list to be placed at all entry points to prevent the accused from leaving the jurisdiction without prior authorisation.
