Gifty Oware Mensah Granted GH¢10m Bail

The Deputy General Secretary of the New Patriotic Party (NPP), Haruna Mohammed, has confirmed that Gifty Oware Mensah, former Deputy Executive Director of the National Service Authority (NSA), has been released after fulfilling the GH¢10 million bail set by the court.
In an interview, Mr. Mohammed explained that although Oware Mensah has met her bail conditions, her former boss, Osei Assibey Antwi — the former Executive Director of the NSA — remains in custody as he has yet to satisfy his GH¢800 million bail requirement.
“Madam Gifty Oware met her bail condition just yesterday, so she’s been released. But her superior is still in custody because of the GH¢800 million bail condition — what kind of figure is that?” he said during an interview with Channel One TV.
Gifty Oware Mensah has pleaded not guilty to charges of causing financial loss to the state.
She was arraigned before the Accra High Court on Wednesday, October 22, 2025, facing five counts, including willfully causing financial loss to the state, stealing, money laundering, and abuse of public office for personal gain.
According to prosecutors, Oware Mensah allegedly orchestrated the creation of nearly 10,000 fictitious National Service personnel and unlawfully benefited from allowances paid to these non-existent individuals, resulting in significant financial losses to the government.
The Attorney-General and Minister for Justice, Dr. Dominic Ayine, has revealed that a forensic audit by the Auditor-General uncovered a staggering GH¢2.2 billion loss to the state through the NSA “ghost names” scandal — a figure far exceeding the initial estimate of GH¢548 million.
