Foreign Affairs Official Refunds Embezzled Funds

In a related matter, the PAC reviewed a case involving Kafui Kofi Kpokpo, a senior official at the Ministry of Foreign Affairs and Regional Integration, who was cited for embezzling over €40,000 in the Auditor-General’s Report.

Kpokpo had deducted taxes, social security, and health insurance payments from local staff salaries but failed to remit them. Instead, he withdrew the funds from the mission’s Crown Bank account without proper accounting.

According to the ministry’s Chief Director, Ramses Joseph Cleland, a task force investigated the matter, leading to Kpokpo’s demotion, suspension, and a repayment agreement. So far, he has refunded €31,624.95, leaving a balance of €8,086.31.

Cleland assured the PAC that preventative measures are being enforced, including mandatory training at the Foreign Service Institute, regular financial checks, and increased internal audit capacity.

Some PAC members, including Deputy Ranking Member and NDC MP for Keta, Kwame Dzudzorli Gakpey, called for the prosecution of the official involved, emphasizing the need for stronger deterrents against misuse of public funds.
