Attorney General Dr. Dominic Ayine has disclosed that the government is seeking a refund of $2 million from JA Plant Pool Ghana Limited following the discovery of financial irregularities in the $176 million District Road Improvement Programme (DRIP) contract.
Speaking at the Government Accountability Series in Accra on Wednesday, October 22, 2025, Dr. Ayine revealed that a forensic audit found an overpayment of $2 million—JA Plant Pool received $178 million instead of the contracted $176 million.
“We identified a $2 million overpayment based on discrepancies between the contract value and the total amount disbursed,” he stated.
The investigation also uncovered tax evasion of GH¢38.7 million. According to Dr. Ayine, 190 pieces of equipment were imported under false tax exemption claims, bypassing required duties.
“These items were cleared as though they were tax-exempt, but analysis based on HS codes confirmed significant evasion,” he explained.
Further scrutiny revealed over-invoicing of equipment, with price inflations ranging from 100% to 300%. For instance, a piece of equipment valued at $40,000 was invoiced at $84,000.
Dr. Ayine confirmed that investigators are conducting an itemized review of all equipment supplied under the contract to ensure legal precision in any forthcoming prosecution.
“As criminal charges require specificity, we are reviewing each item to ensure we build a solid legal case,” he added.
These findings are part of a wider government effort to enforce accountability and recover public funds lost through contract breaches and financial misconduct.
