Lawyer Martin Kpebu calls for dismissal of Special Prosecutor

Private legal practitioner Martin Kpebu is calling for the immediate dismissal of Special Prosecutor Kissi Agyebeng and two senior officials of the Office of the Special Prosecutor (OSP). His demand follows the OSP’s decision to charge former Finance Minister Ken Ofori-Atta and others over the controversial revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).

On Tuesday, November 18, the OSP filed 78 charges against eight individuals. Those charged include former GRA Commissioners-General Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, senior officials Isaac Crentsil and Kwadwo Damoa, former Finance Ministry Technical Advisor Ernest Akore, SML owner Evans Adusei, and SML itself.

The OSP says months of investigations uncovered alleged corruption, abuse of office, and procurement violations in the awarding and execution of the GRA–SML agreements. Special Prosecutor Kissi Agyebeng has insisted that the evidence gathered “points to criminal conduct” at various stages of the contracting process.

Speaking on Citi FM’s Eyewitness News, Mr. Kpebu stated that he no longer trusts the Special Prosecutor to successfully pursue a case against the former finance minister.

He accused Agyebeng of negligence for allegedly failing to arrest Ofori-Atta despite reportedly knowing his travel plans, arguing that such conduct shows he is unfit to lead the prosecution.

Kpebu also demanded the removal of Sammy Darko, the OSP’s Director of Strategy, Research and Communication, and Albert Akurugu, the Lead Investigator.

“The Office of the Special Prosecutor should remain, but Kissi Agyebeng must leave. Albert Akurugu and Sammy Darko should also be removed. Sammy Darko runs errands for Kissi Agyebeng. If Kissi Agyebeng goes, his closest associates must go with him.

“They would act as moles if they stay. We cannot trust Kissi Agyebeng. You have the number one suspect and still allow him to slip away,” he argued.
