GRA Sets July 16 for Implementation of GH¢1 Energy Sector Levy

- The GH¢1 energy sector levy on petroleum products will take effect on July 16, 2025
- The rollout, originally set for June 9, was delayed after opposition from oil marketers and transport unions
- The levy is introduced under Act 1141 – Energy Sector Levies (Amendment) Act, 2025
Barring any last-minute adjustments, the Ghana Revenue Authority (GRA) has confirmed that the GH¢1 energy sector levy on petroleum products will officially take effect on July 16, 2025.
The levy, which was initially scheduled for June 9, 2025, faced significant resistance from stakeholders including the Chamber of Oil Marketing Companies (COMAC), transport unions, and other industry groups. Following consultations, the rollout was first pushed to June 16 and then postponed indefinitely.
In a fresh statement, Acting Commissioner-General Anthony Akwasi Sarpong described the levy as a vital fiscal tool designed to bolster Ghana’s energy sector and promote long-term economic growth.
“After a careful review of market conditions and in line with government’s commitment to economic stability, the implementation of the Energy Sector Levies (Amendment) Act, 2025 (Act 1141), will proceed from July 16,” the statement noted.
The GRA also announced that the Integrated Customs Management System (ICUMS) has been updated to reflect the new provisions under Act 1141. As a result, all customs declarations from July 16 onward will automatically include the updated levy.
The Authority urged all stakeholders and the public to cooperate in ensuring a smooth and effective implementation process.
