Former VRA CEO Backs Energy Minister Jinapor to Resolve Power Crisis

Former Chief Executive Officer of the Volta River Authority (VRA), Ing. Kirk Koffi, has voiced strong support for Energy Minister John Jinapor, expressing confidence in his ability to tackle Ghana’s persistent power outages, popularly referred to as “dumsor.”

Appearing on Face to Face on Channel One TV on Tuesday, May 20, Koffi dismissed accusations that the current government is to blame for the ongoing energy challenges. He emphasized that issues related to fuel supply and energy generation require time and strategic planning.

“This government just took office. If there’s a fuel supply issue, it takes time to arrange logistics. From what I hear, they’ve already acquired some crude oil—that’s a positive step,” he noted.

Koffi explained that while the VRA has moved away from using crude oil for power production, several Independent Power Producers (IPPs) still depend on it, which raises both cost and operational concerns.

“Crude is far more expensive than gas, and it’s not sustainable—especially if the ECG is having difficulties keeping up with payments,” he added.

Despite the hurdles, Koffi said he is encouraged by the actions and direction of the Energy Ministry under Jinapor’s leadership.

“I heard the Minister speak—he’s committed to fixing the problem, and I believe he’s on the right path. Honourable Jinapor is definitely on the right track,” he said.

Koffi also pointed to the previous success of the same leadership team during the Mahama administration, which managed to stabilize the power sector between 2014 and 2016.
