Dr. Adomako Kissi Calls for EOCO Reform

Former Member of Parliament for Anyaa Sowutuom, Dr. Dickson Adomako Kissi, has called for a major overhaul of the Economic and Organised Crime Office (EOCO), including a rebranding and depoliticisation of the institution. He argued that the agency’s credibility has significantly declined over time due to perceived political interference.

Speaking during a panel discussion on Breakfast Daily on Channel One TV, on Wednesday, May 14, Dr. Adomako Kissi made the remarks in response to criminal charges brought against Professor Christopher Ameyaw-Akumfi, former Board Chair of the Ghana Infrastructure Investment Fund (GIIF). The case involves a $2 million payment in 2019 to Africa Investor Holdings Limited for a Sky Train project in Accra that never materialised. Prof. Ameyaw-Akumfi has been charged with conspiracy to wilfully cause financial loss to the state.

Addressing EOCO’s role, Dr. Adomako Kissi expressed concern over the institution’s public perception, noting that its politicisation has eroded trust. He stressed the need for EOCO to reposition itself as an impartial body to regain public confidence.

“EOCO has unfortunately been tainted. They need to repackage and rebrand themselves as a non-political institution. If that’s done, the public will feel more assured when EOCO initiates an investigation, knowing due process and checks and balances are in place,” he said.

He also criticised EOCO’s investigative procedures, claiming that insufficient background checks have led to wrongful summonses. “Some of my former colleagues were called in by EOCO, only for it to become clear that officials didn’t fully understand the cases—they had the wrong people,” he noted.

Dr. Adomako Kissi stressed the importance of appointing highly skilled professionals to lead EOCO investigations and suggested that not all cases should proceed to court.

“I respectfully disagree with the Attorney General on this. Some of these matters could be resolved without litigation—what’s needed are well-equipped and knowledgeable professionals in the Attorney General’s office,” he added.
