Dr. Tony Aubynn, Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), has emphasized the transformative impact of the Petroleum Hub project, calling it a game-changer for Ghana’s socio-economic growth. In a media briefing after meeting with the Western Regional House of Chiefs on March 24, 2025, Dr. Aubynn highlighted that the successful realization of PHDC’s goals would revolutionize Ghana’s energy sector, enhancing the upstream, midstream, and downstream segments of the petroleum industry.
“Ghana is on the verge of a significant breakthrough in its goal to become a key hub for refining and processing petrochemical products in West Africa,” he remarked.
The project, which will cover approximately 20,000 acres, aims to create a dedicated space for petroleum infrastructure, including refineries, petrochemical industries, and storage facilities like tank farms.
Dr. Aubynn stressed the project’s immense potential to accelerate industrialization, create value-added petroleum products, and generate economic opportunities on an unprecedented scale. He noted that the project—the first of its kind in Africa—would not only reshape Ghana’s energy sector but also establish the country as a major player in Africa’s oil and gas industry. The project is expected to create over 700,000 direct and indirect jobs once completed, bringing significant economic benefits.
Dr. Aubynn also praised President John Dramani Mahama for his strong commitment to the project’s success. “The President is fully dedicated to making this happen. While challenges exist, we are determined to see this through. If completed, it will truly be a game-changer for Ghana, and the President has assured us of his full support,” he said.
The Western Regional House of Chiefs, led by President Nana Kobina Nketiah IV, expressed strong support for the initiative, recognizing the economic benefits it would bring to the Jomoro Municipality and the Western Region.
About PHDC
The Petroleum Hub Development Corporation (PHDC) is designed to be a world-class integrated petroleum complex, enhancing both Africa’s upstream and downstream oil and gas value chains. Spanning over 20,000 acres, the hub will host onshore and offshore assets, including refineries, petrochemical plants, and storage facilities, aiming to redefine the continent’s petrochemical industry.
The project is expected to generate 780,000 jobs during its development and operational phases, significantly boosting Ghana’s economy. By 2030, it is projected to generate $1.56 billion in export tax revenue, contribute to a 70% GDP growth, and drive large-scale industrialization throughout the country.
