Otumfuo Osei Tutu II Suggests Changes to Free SHS for Fairer Access

Otumfuo Osei Tutu II, the Asantehene, has called for a review of Ghana’s Free Senior High School (SHS) policy. He suggested that families who are financially able should contribute, allowing government resources to be focused on students who genuinely need support.

During a visit from Education Minister Haruna Iddrisu, Otumfuo proposed a mixed-support system, similar to previous practices where scholarships were awarded to deserving but needy students, while those who could afford it paid their own way.

“Let’s reconsider the policy for those who can afford to pay. In the past, bursaries were given to deserving students in need, while others paid for their education,” Otumfuo stated.

While recognizing the benefits of the Free SHS initiative, Otumfuo emphasized the importance of a national discussion to address the challenges it faces and ensure its long-term success.

He also expressed concerns about infrastructure and logistical problems in senior high schools, including overcrowded dorms, a lack of science and ICT labs, food shortages, and insufficient school buses.

“Our dormitories are overcrowded, and we lack proper science and ICT facilities. PTAs contribute to support. The absence of school buses and food shortages should be addressed. We need to ensure that students stay in school and have enough to eat,” he added.

Introduced in 2017, the Free SHS policy aimed to eliminate financial barriers to secondary education. While enrollment has increased, there are ongoing concerns about funding sustainability and educational quality.
