A pre-budget survey by KPMG shows that the government could lose about GH¢6.4 billion in revenue if the Covid-19 levy and E-levy are removed in the 2025 budget.

The findings were part of KPMG’s 2025 Pre-Budget Survey submitted to the Finance Ministry.

The survey suggests that some respondents recommended using technology to help bridge the revenue gap.

KPMG noted that removing the E-levy and Covid-19 levy could result in a revenue loss of at least GH¢6.4 billion. The report also highlighted the importance of leveraging technology to improve property rate collection, reviewing taxes in the digital and e-commerce sectors, and strengthening public financial management to improve fiscal stability. Additionally, closing gaps in public procurement and cutting wasteful spending were seen as essential steps.

The survey also mentioned that for Ghana’s proposed 24-hour economy to succeed, industries such as manufacturing, transport, logistics, healthcare, retail, hospitality, and digital services should be prioritized. Many respondents believe that new policy initiatives in the budget could lay the foundation for economic recovery.
