The management of the Ghana School of Law (GSL) has been referred to the Attorney General (AG) for prosecution due to alleged procurement breaches. According to the Auditor General’s report, the Law School procured various goods and services without obtaining the necessary approval from its board.
The institution was also accused of circumventing the sole sourcing procurement process, which is a clear violation of the country’s procurement laws. The Public Accounts Committee (PAC) noticed these infractions during its sitting on Wednesday, August 14, and has referred the matter to the Attorney General for further action.
During the proceedings, the Member of Parliament for Tano North, Freda Prempeh, highlighted the auditors’ findings, stating that payments for procurement were made without board approval or proper sourcing. The Acting Chief Accountant of the General Legal Council, Yusuf Osman, admitted to the breach in the procurement process, stating that while suppliers were registered and had been engaged in previous transactions, additional invoices were not attached to those transactions during the audit.
Osman’s admission confirmed the auditors’ findings and raised concerns about the Law School’s procurement practices. James Klutse Avedzi, Chairman of PAC, emphasized that the management of the Law School will be recommended for prosecution due to their admission of fault and violation of the law.
Avedzi stated, “You are at fault, you have flouted the law, you have admitted, and so, we will recommend you for prosecution.” The referral to the Attorney General marks a significant step towards holding the management of the Ghana School of Law accountable for their actions and ensuring that procurement laws are upheld.
