Bawumia’s Brother Secured Two Expensive Cocoa Road Projects in 2020 – Sammy Gyamfi Alleges

Sammy Gyamfi, the National Communications Officer of the National Democratic Congress (NDC), has accused the government of awarding two high-value cocoa road projects to Resource Access Limited, a company owned by the Vice President’s brother, in 2020.

Gyamfi claims that these projects were assigned to Resource Access Limited via a sole-sourcing approach rather than through competitive bidding, leading to an inflated total cost of GH₵83 million. The projects include the upgrading of the Assin Akropong – Odomasi – Asibrem road (22.18 km) and the Kyibosohasowodze bungalow feeder road (14.50 km).

He detailed that the Assin Akropong – Odomasi – Asibrem road contract was priced at GH₵54,263,718.64, while the Kyibosohasowodze bungalow feeder road cost GH₵29,468,546.54.

“Apart from the excessively priced Sunyani Airport Phase One rehabilitation project, two lucrative cocoa road projects were also awarded to Bawumia’s brother’s company, Resource Access Limited, through sole-sourcing at a cumulative inflated cost of GH₵83 million in 2020,” Gyamfi alleged.

He further argued that the Auditor-General’s report found these single-sourced cocoa road projects to be overpriced and awarded in violation of Public Procurement Law, resulting in significant financial losses for the nation.

Sammy Gyamfi cited a Performance Audit Report by the Auditor-General, which indicated that COCOBOD failed to thoroughly evaluate procurement options for value for money, opting instead for single sourcing and restricted tendering, thus securing contracts that were up to three times more expensive than if obtained through competitive bidding.
