Alban Bagbin Subpoenaed to Testify in Ambulance Case

The Speaker of Parliament, Rt. Hon. Alban Sumana Kingsford Bagbin, is scheduled to testify as a witness for Richard Jakpa on October 8 at the High Court in Accra.

This follows the case completion plan set by Justice Afia Serwah Asare-Botwe, who has tentatively set November 15 for judgment.

In adherence to the court’s schedule, former Minister for Health Dr. Alex Segbefia will appear on July 22, while Chief of Defence Staff Lt. General Thomas Oppong Peprah and Mr. Andrews K. K. Kuffe, former Deputy Controller and Accountant General Department, are slated for July 25.

Further witnesses include Prof. Nuhu Zakaria of Ghana Ambulance Service and Madam Julia Asante of Stanbic Bank, scheduled for July 31.

Rt. Hon. Alban Bagbin, who served as Health Minister in 2013, will testify alongside former Public Procurement Authority boss Mr. Silas Mensah on October 8, marking the start of the new legal year. Additional proceedings are expected on October 10, 2024.

Justice Asare-Botwe has directed parties to submit their closing written submissions by October 31, with a tentative judgment date of November 15, 2024, despite objections from Lawyer Abdul Basit Aziz Bamba regarding court procedures.

The trial concerns allegations that Richard Jakpa and Minority Leader Dr. Cassiel Ato Forson caused financial loss to the Republic in the amount of 2.37 million euros during the procurement of ambulances. Both accused parties have pleaded not guilty and are facing trial before Justice Afia Serwah Asare-Botwe, serving as an additional High Court judge.
