Ghana’s Parliamentary Select Committee on Roads and Transport visited the Boankra Integrated Logistics Terminal (BILT) project to investigate a $3 billion lawsuit threat from Ashanti Port Services Limited (APSL).

Contract Termination by Mutual Agreement

The Ministry of Transport (MoT) stated the contract with APSL was terminated by mutual agreement due to their inability to secure funding despite extensions. The project is now funded by the Ghanaian government.

APSL’s Lawsuit Threat

APSL claims the Ghana Shippers’ Authority (GSA) wrongfully terminated the contract and is seeking $3 billion in damages. The MoT denies receiving any official lawsuit.

Project Status and Completion

The committee toured the site and reported 40% completion of phase 1, including civil works and infrastructure. The project is expected to be finished by 2026.
